My theory is that part of the "fun" of chip collecting for some is to "find" a valuable chip. Since this usually isn't done by finding them on the ground <g> the other side of that coin is it may involve buying a chip from someone that doesn't know the chip is "valuable." (i.e. at a garage sale, flea market, etc.) So if a collector or dealer is willing to take advantage of the unknowledgeable in this way, why would we expect them not to attempt the same when selling chips?
