Travis, There is so much written about Raft being one of the owners/front man, along with singer Tony Marten, in several of Lansky's ventures including Florida properties (London, too). From what I've been told from some of the "point holders" in Miami, Raft's name was included on some of the Florida propertie's transacrions. To pinpoint the Capri/Raft: Robert Lacey's notes (directly from the mouth of Mr Joseph Vernon, Lansky's lawyer), and as Mr Vernon has also told me: Raft was a host greeting guests when they visited.
The few times that I've talked with Mr Vernon, (taking a few notes) he seemed very straightforward.
