Don't be sorry for asking questions. These topics come around and go away on a regular basis. Another repeating theme is "how do I clean chips" and the answers are always interesting. BTW my answer is, I don't clean chips, unless they are my own. But that's my personal view. As Archie pointed out, some people do spiff up chips before selling.
Grading has infested not only coins, but stamps and bank notes. Once again only my personal feelings, but I think it's the plague. Chips are fun, and I can't see why a perfectly centered hot stamp has more value on a same condition chip, as one that's a little askew.
If you want to see grading and silliness. The Beanie Baby collectors won't touch one without the tag on it, and seriously de-value one with a damaged tag. On a bean bear? Sheesh. <G>
I do just fine with Like new, used, worn and very worn. Plus each chip gets some personal description such as the condition of the HS, chips, canceled, drilled, Etc. Each one is individual.
