It will be good for the hobby from the standpoint that those who obtain chips to accumulate and hold (collectors) will be be able to obtain chips cheaper (more supply than demand). It will not be so good for that segment of the hobby that obtains chips hoping to resell them at a profit (dealers). It just depends on which camp you are in. If you have a foot in each, it looks like a push.
