For my money, the number of crooks in Congress is probably closer to 535. It is a time-honored tradition (nevertheless reprehensible) that congressman feather the nests of supporters from the states/districts with worthless, money-wasting, pork-barrel items in the federal budget (a well-known news agency refers to this as the "Fleecing or America" -- and old-timers will remember Senator William Proxmire's "Golden Fleece" awards). I have no doubt that every single senator and representative has voted for at least one such project during his or her term in office.
It may be legal, but it ain't right. What they are doing is taking your money (mine, too), without your permission, and giving it to someone else. If they did it on the street, we'd call it robbery.
