Bottom line Jim,
The 2000th year will end during 2000. The start of a new millennium also happens within the year 2000. I can see and understand the reasoning for both positions. Time and its measurement isn't an item that you can stack up in a pile and show someone, nor is it subject to regular human thought processes because the mind is capable of time distortion. We experience it every time we go to sleep.
Let the new millennium begin in a couple days. It really isn't that big of a deal, and it certainly won't change how kids are taught to count in school.
