KY liquor says a bartender must be in his 21st year but you better not get caught hiring one, until after his 21st birthday. Geez, could that be when he is 20 and 1 day or 22.

BTW the ruler comparision finally made it sink in.
I got it now!!! We change the count system to whatever suits us depending on what we are counting. I am glad thats solved.
