The Cage Manager & Controller would always know the exact number being brought into the cage. The Cage Manager may forget after some time, but the Controller will have the information in some spreadsheet somewhere. Cage personnel are typically not informed of the numbers. Management makes a decision to produce a chips - then BAM - one day new chips are issued for sale. Management cannot involve everyone on every decision and activity that occurs. This holds true for any business.
As a side note the Railroad Pass will be issuing their Millennium chips after Dec 15th - H&C Limited to 2000)
Typically what happens when new issued are brought in is that the total accountability of the cage does not change. The change would be higher chip inventory and lower cash inventory until such a time as collectors bought the chips.
The IRS now requires chips counts (and float calculations) to be made yearly to determine the taxable portion of the outstanding liability. Corporate makes all our properties count chip/token inventory on the same day.
I can tell you exactly how many of the new chips were made for the Gold Strike & Nevada Landing (both LE's & rack chips). I can also tell you how many of the old rack chips will be destroyed and the number remaining that are in people's possessions that will go unredeemable after Jan 31, 2000.
Someone in the property knows, the trick is to find out who knows and are they willing to tell you!
