This from the Ebay dealer who is selling design chips as New Orleans casino chips.

"The New Orleans chips posted on e-Bay may have been used at one of the many
illegal gambling clubs in the city.......but the ones collectors are after
have the names or initials of the club or owners on the chip. Such as
Southport, Club Forest & O'Dwyers etc. etc. The pieces I posted are
generic chips used mostly for home games all over the country. If you search
e-Bay under chips you will find some just like the ones posted. The only one
close is the chip with an "H". I have seen some with an "H" on one side and
a "S" on the other. These were used at the "Southport" Club. I see the "H"
and other initials all the time on e-Bay. Chips like these have been used at
old clubs in New Orleans but the same type of chip could have been used in
Galveston, N.Y etc. (generic chip). The person I acquired these chips from
said that they had been used at New Orleans illegal casino.
