Oh, I understand all right. Again you cloud the issue with secondary issues. You answer the question, "why require a mail-in request instead of email, skywriting, etc.?" You give a very good answer to that question. That's not my question.
I ask, why require the person not nominating but still making a formal mailed-in written request to participate to pay postage for the ballot, when persons nominating are not required to pay postage for the ballot?
Your suggestion that it was somebody else's idea is a poor explanation.
