It's different and the same, except it costs more to the new member or non-nominating member. Send in a nominating ballot or you had no excuse. Now we've tripled the postage to the member with the SASE and if they don't do that, it's still their fault for not being an eligible voter. Send the SASE inside a stamped enveloped, and you get a ballot that you have to pay postage to send.

THE single simplest way to handle this matter is send a ballot to everyone, then wait for them to send that ballot back.
