All one needs is either Microsoft's NetMeeting or the CUSeeMe video conferencing program(s) - and of course a web cam or camera/video capture card.

There are lots of hosts (ref www.netmeet.net) that let people "connect" by setting up the address and time to 'meet' or one can just use the IP address that they are using from their local provider to make a direct connection. This IP Adress is then given to the other (usually by a phone call) to "ring" (or call) to make the connection.
