The "C E" rings a bell. A one roll bet on the craps table is Craps and/or Eleven, ie: "C" and/or "E". Could this be some kind of maker on an old style craps table. Now I have never seen a marker for "C" or "E". A person's actual bet is put on the "C" and/or "E" in today's game.
