Bob, I don't have the actual regulations, but I've seen them and I'll try to dig them up next week. Uncle Sam specifically allowed metal tokens in 1979. They had been illegal since 1967, I think. The regulations about paper money are different and much more stringent than those for coins. As I understand it, anything that even remotely resembles money is illegal for anyone other than a government to produce.
