The big news in your post is - Small Key chips were issued in 1986.
This news just may re-open the debate on the Plaza chip. If you remember most people said it was a Cuban because BC Wills did not sell chips after a certain date. At this time I am not prepared to say it is the Union Plaza, but it is now possible.
I already knew Skeys were issued by a company out of Reno in the 80's but have not yet found the name of the distributor. I will find it.
