Christine --- I have never had a chip arrive broken, but I think most sellers will replace a broken chip.
Did have an envelope arrive once with only one of two chips that were supposed to be sent. The other was obviously squeezed out of the envelope by the postage machine (the edge was torn open and the imprint of the chip was clear on the envelope). Although this was a trade rather than a purchase, it was with a dealer, Jim Munding (who runs the Casinorama Shows). He immediately replaced the lost chip and I feel comfortable mentioning his name here because of the way he handled the situation -- very friendly and professional.
