I'll have to defer to some of the more experienced antique chip collectors out there on dates and makers. From their appearance, I would guess paper chips were first sold in the 1930's and continued into the 40's. Many of the boxes have the names of the retailers on them rather than the makers. Some of them have the Dennison name on them; I'm assuming this is the Dennison that makes office paper products, tags, labels and stuff. I've seen some with chain drug store names on the box as well.

Paper chips are kind of the Rodney Dangerfield of design chips. They get little respect from those who collect clay, but there is a wide variety of designs. They were not very durable, and often are found with the shiny coating flaking off or the edges bare. Some of the designs are kind of hard to find, like the rooster and pirate. I have some paper in my collection but don't really search for them. If you'd like an assortment of paper designs, let me know and I'll send them along.
