Thanks for the suggestions. I sent eBay a new letter, reproduced below. It is much crisper/shorter.
I know that new categories won't solve all our problems, but they help -- they give us a weapon of sorts.
One problem with categories is when someone offers 99 fantasy chips with 1 casino chips, and then calls it a "casino"
auction category. Oh well, here is my letter to eBay:

If you want to list it under CASINO, I suggest:

INCLUDE BOTH LICENSED CASINOS AND UNLICENSED (ILLEGAL CLUB CHIPS) CLUBS]
**collectables -- casino -- non casino, antique gambling chips [THIS WOULD INCLUDE ANTIQUE
IVORY POKER CHIPS, PEARL GAMBLING CHIPS AND CLAY POKER CHIPS, etc. -- OLD
GAMBLING CHIPS NOT ISSUED BY CASINOS]
**collectables -- casino -- modern poker and fantasy chips [INCLUDES MODERN POKER CHIPS
