Form 3813-P requires a 30-day period before a claim may be filed. Usually, the person buying the insurance (unless other agreement) files the claim. As I've mentioned before, every package should have a list and noted value of contents, because the USPS requies this information in a claim. To say that a packet is insured for $500 (or whatever) and the actual value is not (if challenged by USPS), this may mean mail fraud.
