I too have received chips that don't generally live up to the description given on ebay. When the seller includes a scan of the chip, then I have a better feeling of the chip. When a chip doesn't live up to what was promised I will compare the chip in the scan with the chip I received to see if they are indeed the same chip. I do have to say when I have received chips that I think is not what was described I contacted the seller, and they refunded my money without a problem. (Once I received two refunds and had to send check one back - they were very grateful.)
99.9% of the purchases I do on ebay go without a problem.
