I'll try to explain the difference between roulette chips and regular chips. On the a roulette table, YOU designate the value of the chips you are betting, the chips don't, unless you are using regular house chips at their face value. If you remove them from play, there is no way for the casino to prevent you from re-introducing the same chips into a game that you designated the same chips at a higher value.
Putting a value on the chips themselves won't solve the security problem unless the casinos want roulette tables with limits that are focused to one or two cash values available. They have to have seven or eight colors available at each table for very low issue numbers of chips.
Putting signs up won't stop veteran roulette chippers from removing roulette chips, but such signs might help to keep the action on all roulette tables from being halted at the inconvenience of all the other players due to the actions of a rookie chipper who didn't know that roulette chips are regarded in a much different light by the casino.
You CAN'T cash a roulette chip in at the cage, NOR can you buy one there, NOR can you use it ANYWHERE else in the casino to place a bet.
