While I agree with your observation that it is inappropriate to use the title "casino chips" for chips which are not associated with a casino, I'm afraid we have probably already lost that battle, not only in a court of law but also the court of public opinion (the only one that really counts, in my opinion).
Even experienced chippers (and posters on this board) mis-use the term "casino chips". For example, most California cardrooms are NOT casinos (and don't use the term themselves). Yet CA chips are routinely referred to as and included in the category "casino chips". The same can probably be said of many illegals, most (or all) bingo operations and maybe even some Indian and/or Riverboat gaming operations (haven't actually been to any, but suspect that some don't really qualify as "casinos", either).
Obviously, "casino-style chips" would be more accurate, but I think we have already reached the point in general usage that the phrase "casino chips" MEANS "casino-style chips" in the minds of many people.
I respect your position on this issue and, in complaining to and about many eBay sellers, have referred to their use of the term "casino chips" to describe fantasy chips as one of my grounds for complaint. If that's the ONLY basis for complaint, however, I just don't think it's worth the effort.
