As near as I can figure out, here's the info: Adjaria (or Adzhar or Adzharia) is a part of the Republic of Georgia, on the Black Sea, part of the former Soviet Union. The capital is Batumi, which is where I'd suspect the casino is, although I might be able to tell if I could see the chip.

The writing may be Arabic, but I suspect it's the Cyrillic Russian alphabet.
