A bit of math tells me the seller has something in the neighborhood of $3,000 invested in these chips. I suspect he's going to find it very difficult to make a profit, especially if members of the chip police are emailing bidders ;-) Hopefully this guy will learn an expensive lesson and move onto some other "get rich quick scheme."
