I believe that the pit boss has the authority to do pretty much as he pleases. If he oversteps his bounds it would be his problem to deal with the casino. The person who the pit boss gave or sold the chips to is in no way doing anything wrong in that situation. They dealt in good faith with an agent of the casino.
