I agree, Bob. The reason I said "can be bought" is that some chips are for sale (LEs), and most casinos generally have no problem letting the house chips $5 and up "walk." This specific post was exploring the legal issues. Some tourist may not understand the difference between roulette chips and face value chips, and may quite innocently pocket a souvenir. If a casino wanted to prosecute in a court of law, they should post the rules. If they want to explain the facts of life and show the door, they have that right.
I have bought roulette chips from the table (one of each color) with the approval of the pit boss. I have a couple that are over 50 years old from a place long since gone and have no idea how they came to be for sale. I have not and will not covertly pocket chips in a casino. I have no problem with someone who does. But I NEVER want to have to answer awkward questions by casino security. I NEVER EVER want to be asked to leave a casino and not come back.
