The key words in your observation are "CAN be bought". You have to ask and should pay for them if they will let you have some. THEN you own them and should be able to do anything you want to with them that wouldn't hurt the casino. If you should find a pit boss generous enough to appreciate your desire as a collector to GIVE you the chips on the same conditions, we can draw an analogy to software. If a programmer says I can have a copy of his program because I really like it for free, provided its just for my own use (collection) and I then trade it to a software bootlegger at a later time for another program that I'd rather have (even tho' I know the bootlegger made multiple copies without paying for them), a "situation" occurs that perpetuates an undesirable activity.
Most of the regular folks online know how I feel about roulette chips. I play the game regularly when I'm in a gaming district that allows it. I don't own a single roulette chip, and probably never will, unless it becomes available for purchase at the table with expressed permission from the casino to remove it from the casino, or is made available after the casino has closed as a result of inventory disposal (like an auction of assets).
Everyone has a different opinion on this type of chip, and I thought I'd offer you mine.
