That's certainly an item you don't find on Ebay every day!!!
I don't have even a fraction of the $20K minimum bid to be involved with that auction, but if I did, I would first print out a color copy of the bid page, show it to Becky Behnen (or someone else in authority at the Horseshoe) to see if the chips are redeemable. Remember the hassle that Bob Stupak and others had with their $5000 chips. Whoever winds up with these (if they sell on Ebay) would be considered a third-party in possession of the chips, not someone who directly exchanged cash-for-chips at the Horseshoe, for the purpose of gambling with them. As such, they might not be redeemable, per Gaming regs (if I understand the regs correctly) even if a redemption notice has not been placed on these chips.
I would also want assurance from the LV detectives on the Ted Binion case that these chips were of no interest to them.
I can speculate on various legitimate and questionable ways these chips are available, but since it would only be speculation, I will refrain from doing so.
