Bob -- California has a relatively simple means of minimizing tax avoidance. A buyer who wants to claim sales tax exemption must provide the seller with a copy of his sales tax permit or sign a verification (under penalty of perjury) that he has one, providing the number (which can then be confirmed if you want, but receiving the certificate relieves the seller of any tax liability).
