I think if one follows instructions exactly, they
will not have any problem with a claim. The USPS
WILL refund your PS Form 3813 claim instantly on
demand. Right there at the counter/window.
My only suggestion is "always" include a "bill of
sale" (even if just a trade) in your packet.
Granted, the form 3813-P has a 30-day waiting period
before you may claim, but it, too, WILL be paid.
By the way: Only the USPS will insure numismatic
material to limits well over we will ever need.
FedEx, UPS and others are a whole different story.
I've lost three domestic mailings in the last
10-years, and never lost any International mailing
(in either direction).
TRAVAL INFORMATION: The Swiss mail system (and other
small countries) deliver mail up to three times per
day. Most of the mail is delivered on "postal
buses" that can carry up to 20 people (mostly all
new). A very small fee will take you to such small
towns high in the Alps that are hardly ever seen by
tourists. Tickets may be purchased at the post
office or through the Swiss Traval here in the US.
The buses even go into the Italian Alps to deliver
mail. Which means if you get on an early bus in
Brig, going south, you can go over the alps and
avoid the 12-mile underground into Italy. There is
also plenty of time to get off the bus and enjoy
lunch in the sky while awaiting the return bus.
