I can't give you a real identification, but I can give you some information which might give you some avenues to investigate.
For one thing, the mold design is typical of England, not Nevada. The "scroll" mold is unknown in NV.
Second, there's a Jet Set chip which is known to have been used by a junketeer who ran flights to Caesars Palace. It's a $1,000 H&C chip, listed in "The Chip Rack" as Caesars Palace, N1194.
My guess is that "Jet Set" was the name of the junket operation, and the chip you picture was made for flights to casinos in England. If I'm right, that explains the chip turning up in Las Vegas as well.
You might ask someone at Caesars who's been around for quite a while.
