My only guess is, someone sent the picture:
(To) Frank Santos - Desert Inn - and spelled the name wrong.

Or

It really is 2 different people. I feel confortable in saying there was no Frank Santos working at the DI as a booking agent from 1960 to 67. That doesn't mean he wasn't working pre 1960.
