Hi Chuck, Sorry to come at you like a flying tiger (tigeress?) but you hit on a subject very controversial and dear to my heart.
I will always put the collectors first and ANYONE selling for profit second.
Yes, of course, we need chip dealers to have shows to sell to collectors.BUT you need "collectors" first. If we drive out the collectors, who will the dealers sell to? So I am not sympathic to the "little guy" from New Jersey not being able to get 12 sets to sell. I would much rather see him get his 10 set limit to sell and 2 other collectors be able to get one set each for their collections.
The 5 day limit might just work and yes, I will gladly go along with that for now. And 10 chip limit on any issue lower than 1,000 is OK. 20 chips on any issue over 1,000 would also be OK. We tried this at another casino back when things were going so badly and they used one week as the holding time and we soon found that things quited right down when the sharks could no longer grab the lion's share in the first day or two.

Yes, I do understand the window for casinos to sell the issue and I do not want in any way to cause a casino grief in getting their issue out. But, you have to realize that another problem is the person or persons that are allowed an unrestricted number will take them out, sell what they can (make their profit on the premium they charge) AND THEN return the unsold amount to the casino months later. THAT does not help the casino either.

Raising the mintage from 500 to 750 was a great help. With 2,000 active collectors in this club (of course not all are collectors of chips and not all collectors belong either)500 is definately not enough. On some issues 750 may not be enough(sets are not as popular as single chip issues) depending on the event being commemorated.
