Serious mistake! If the FQ's issues a set of 500 chips and 1 guy buys 200 of them, there is a big problem. If one guy buys a large quanity of only one of the chips, there is a bigger problem.

10 is a perfect number for a chip being issued in the 500 to 750 range.
