Don ----- So, I guess your request for permission from the bidder would sound something like this:

"Would it be OK if I send you an email offering to sell you for $## the chip you underbid on in this auction?"

Seems a little strange to say that you can't send an email to someone until you have permission to send them an email when the only way you can get permission to send an email is by sending an email.

BTW, I agree that sending one email cannot be considered spamming.
