What happened in Missouri is that the gaming commission began licensing boats as long as they were within 1000 feet of the actual river. They would build a basin near the river, fill it with river water and sink a barge there with a casino on top. The casinos all came and spent millions and millions of dollars to build the casinos. Then, last year the 1,000 foot rule was challenged saying that voters voted for boats actually in the flow of the river and not on the edge. That notion was upheld in court and the boats were going to have to close down if this ammendment doesn't pass. I just checked the election results and so far it is passing 37,044 to 20,371.
