As I see it there is nothing in the bylaws that state another club can not be a member of a chapter (nor of national). Let the club join national and if you want the chapter and have all those who are not members of national be members of the local club. Simple answer and the only thing national will get $40.00 per year and it will keep the local members out of the national politics. And this is another rule that can not be changed until 2000!
