Gambling in Arkansas?

ARKANSAS: Arkansas Resort & Gambling Corp. submitted a proposal to get a
spot on the November 2000 ballot for a measure that would allow gambling
casinos in seven Arkansas counties. The proposal calls for elimination of
most property taxes, with the revenue being replaced by taxes on gambling
proceeds. Arkansas Attorney General Mark Pryor approved the ballot title and
popular name for the proposed constitutional amendment last Friday. Casinos
would be authorized in Sebastian, Pulaski, Garland, Miller, Crittenden,
Carroll and Jefferson counties. The measure would also allow bingo operations
by non-profit organizations anywhere in the state. Backer believe Arkansans
will back a gambling amendment once they learn that taxes on wagering would
replace most property taxes. The proposal would abolish property taxes on
primary residences and up to five acres on which it sits. Property taxes
could still be levied on second residences in the state and any lots larger
than five acres.
