Pick any casino in Vegas, find the wheel you want to play at, buy in & immediately order a drink from the cocktail waitress, before making any bet. When she brings the drink tip her with one of your roulette chips but make sure that you mention that you will save her the trouble of putting the chips into her toke box & that you will "buy" them back with cash or other chips as soon as she brings you the next drink. Ask her to tell all of her fellow employees that you will do the same for them & you may add a little someting extra for her trouble. Change colors & tables often & keep ordering drinks, until you have all the chips you need. There appears to be no Gaming Authority regulation that covers this activity. Try it at a small casino like the Four Queens & then move up the strip. It's fun, exciting, addictive & you get to meet some good looking young ladies.
