Archie is correct. The OPM does refer to the Old Philadelphia Mint. OC is Osborne Coinage. Osborne is located here in Las Vegas. All tokens manufactured for casinos in Nevada are required by Nevada State law to have the manufacturers mint mark on the token. Hope this information is helpful.
