The last CF is probably Correctional Facility. Have some tokens somewhere from a Georgia institution used the same way. Inmates are given these for a days pay & they can be used at the commisary to buy cigarettes, toliet articles etc. They are not allowed to gamble with them <G>. Guess you could call this an illegal.
