The second year Chipco advanced to the Nevada market, we drove to Maine and enjoyed a day long visit with Chipco when the topic of Sample Chips came up. Later, at the Gaming Expos, and IGT shows; Chipco would put out tables of samples that were greedily emptied by chippers. To curtail this, and get rid of some of the stuff that were errored etc., they notched them. After a few years of even notched ones showing up in the pits, I believe they only give out samples that were previously used in the wheel collator with their name on each.
