The who got No 1 was a question that I wanted an answer to.
I have no information to suggest that Northern Club, Boulder Club, LV Club was not 1,2,and 3. Have no idea who 4,5, and 6 were.

Number 0007 was issued to Railroad Pass. The licence has managed to stay 0007 since 1931 as the casino never closed in all these years. Hence, the longest continious operating legal Nv casino. Casino Mgr Curtis Jacks, showed me the licence.

Lv Club is a much higher number ( I seen the licence but forgot the number) The LV club closed when it was moved across the street where it is today. New licence was applied for. Of course Boulder and Northern Club are closed.

I went through Harvey Fuller's book, line by line. I can find no other licence issued in 1931 that is still in operation today.
