I must defend the Cosby chips being sold in sets. At the Four Queens we issued a Texas anniversary ste. 6 chips - 500 sets .25 through $100. If it was not sold as sets only, someone would have gotten a lot of .25 and $1 chips. As it was chippers bought the sets and turned in the ones they did not want, mostly $25 & $100. We destroyed the turn ins and would up with less than 250 possible sets. But a chipper would not put out $141.25 for say, 50 complete sets, so the little ones got spread out.
