O.K. Gene; I'll reluctantly agree with you on this one. If I were a waitress and someone approached me with an offer to purchase her roulette chip tips.... and if I knew my job might be in jeopardy.... I certainly wouldn't sell them ... especially to someone I didn't know... who could be a casino plant.

Perhaps the waitresses I've been dealing with are working under a different set of rules or understandings with their local management, but I'll certainly take a different view in the future, before I ask, in light of your explanation.
