Archie, I must leave the rights and wrongs of rouilette collecting to roulette collectors.
My position is: If a casino has a policy to protect their roulettes, then any employee participating in the removal of roulettes from said casino, can be said to be participating in a scam. Remember the over riding thought behind roulette rules is cheating not collecting. A casino pit boss can not tell the difference between us and them. If a pit boss sells you roulettes, he could be following that casino's policy, or he could just be sympathetic to our cause. If the later, he is putting his job in jeporady.
Rules are not universal and the bad part is they are not enforced fairly to all. One employee might get a slap on the wrist and another could be terminated. It is sad to say, this is the way of all businesses, not just casinos. Rules are sometimes overlooked until the employee, a boss does not like, breaks said rule.
If I was a roulette collector, I would not involve employees in my collecting habits.
