The penguin chips at Harrah's are not being encouraged for play at the tables. In fact, if you do bet one, and win your bet, they will not pay you in kind. They will pay off in regular nickel table chips. Russ Diaz had to threaten to go to the Gaming Commission if they did not accept his bet with the new $10's after he was rebuffed at the table.
