This is another example of mixed signals concering chips and tokens, depending on which casino you are in. Yes SS's were designed for souvinirs. Yes, most casinos want you to play the machines to get. Most casinos will not sell them at the cage. A memo goes out, DO NOT SELL AT THE CAGE. Some employees will over react and translate this rule to fit a situation. Unfortunetly some employees read more into a house rule than is really there. When they say something to a customer, the customer should remain calm and ask for a supervisor. When a customer gets irate over a rule (right or wrong) security gets involved. By this time all they hear is, you are violating a rule, thats enough for them.

In reality SS's are like any other chip or token, they are an IOU.
