I received the following reply from Jo King at eBay to my message regarding the Memolane/Bookdealer Nazi chip (see also other messages posted by me and Travis regarding replies from a different person -- Cindy -- at Memolane). I will post my reply to her as a response to this posting.

Please be aware that it is a violation of eBay policy to email the bidders
of another seller, even to "warn" them about an item you believe to be
misrepresented. It is, in brief, not your business to protect others in
this fashion, nor is it your place to challenge sellers like this. You may
ask for more information, or suggest that perhaps the seller is mistaken,
but email such as this may reasonably be considered harassment, which is
against our rules.
Any email reported by bidders on other sellers' auctions from you on this
subject will jeopardize your eBay registration, as that is considered
auction interference.
A bidder who wins an item and, upon receiving it, determines that it was
misrepresented, has grounds for a fraud complaint. If such a complaint is
made and a copy is mailed to us, we will investigate further.
