If there were a regulation against over face chips, he would have already stepped in.

We need him on our side. He could instute the process required to pass a reg. Or he could suggest to the Lodge that their over face chips are not the thing to do. I am not sure about Colorado, but in Nevada a GCB suggestion is in most cases heeded.
